What is the meaning of the numbers next to the partnership webs?
The numbers shows the number of showing your links on partners website and his links on your website. If you feel that something is wrong, you can stop the partnership. Eg. you see that the link to your website was showed only few times, but his link many times, you will know, that the partnership is not balanced and you can act according the situation (eg. unassign the partnership).

What is the proof that if I show links to other webs they will show links to my webpage
For now there is no proof other than you check it yourself. Each webmaster should place the correct code to his page to show the backlinks. If he doesn't do it - and you realize it, you can unassign his page from partnership for future. As well, you can report the website to warn other webmasters to be carefull (see the buttons at the partnership page).

Anyway, we work on a tool of random proofing if the code is placed correctly and the links are correctly showed.
